I just filled out the health declaration (I know I probably dont need do) and note it's now super easy and doesnt ask for details of my overseas vaccinations (1st dose, 2nd dose, 3rd dose, etc) like it used to on my previous visits to HK. Does this mean that unvaccinated people are now free to travel to HK?

The way they used to check this was with this health declaration form, but now the form is no longer required, and anyway even if you do fill it out as I just did it no longer ask for details of your overseas vaccinations.

Yes they are no longer checking, but the law says no

Is HK so attractive that an unvaccinated person would want to risk it to enter the city?

In general, the non-HK airlines will rely on a third party to update their data / flow for boarding (this include stuff like which passports require what sort of visas etc etc). Many of these systems should update this week after the long holiday weekend. I'd be surprised if anyone asks for this green QR thingy by the end of the week.

Would be an interesting legal challenge on definitions of 'absent' etc
