Refund from Dept of Health (compulsory testing penalty)

So last year after my travel in April, I did not do the mandatory 12th day PCR testing. In June health officials visited my home and gave me a $10,000 penalty notice. Which I duly paid.
Today I received a letter from DoH which states that I can apply for refund of that amount as the Director of Health withdrawn that penalty notice.
    Has anyone else received it?
Anyway I am fairly pleased with this.

Have you authenticated the letter? Sounds like the kind of thing these recent scams have been saying
