This is not the front page. It is the "cover page" that is paid-for advertisement. Companies pay to advertise on their "cover" page, therefore making this newspaper to be "free" to us consumers. The advertiser decides what language to use, depending on their target audience, which in this case.... is Chinese

I would imagine it's hitting their key demographic. Those who can speak Chinese and those who can afford to buy their properties (i.e. locals who read English language newspapers are a good bet)

As far as ad buys are concerned, I'd not be surprised if the campaign's real buy was in Sing Tao Daily and the cover of the standard was given to them at a highly discounted rate...
