1) The 3 stars symbol on your HKPIC (or HKIC) means you are entitled to a "Re-Entry Permit"
2) Those entitled to the Permit include:
(i) Non-Chiense nationals who are PR in HK, but nonetheless cannot get any other travel docs or passports
(ii) Chinese PRs in HK.
3) Presumably, you are qualified for the Canadian passport. If that's the case, then assuming you are entitled to the "3 stars" symbol on the PIC, you are a Chinese citizen, and you can get a HKSAR passport
4) However, the *** symbol may not always be correct- the immigration dept may make mistakes.
If you were born in Canada, and one of your parents was a Canadian citizen/permanent resident WHEN YOU WERE BORN, and WHEN YOU WERE BORN, YOU BECAME A CANADIAN CITIZEN automatically --> This means you are NOT a chinese citizen, and thus NOT entitled to the HKSAR passport
