is it possible to use a passport and international drivers licence when one gets ticketed even though the person is a hk perm resident?

Well I guess it's possible to lie and say that you are just a visitor if you are indeed resident. But you would of course be liable to criminal prosecution if/when caught out.

wont your passport be missing the entry to HK chop if you have perm id, if the police cant find any tourist chop in your passport that will mean two things.

    1. You have a HK ID card (Then your screwed)
    2. Your an Illegal Immigrant (you swam to HK)

If you are a HK perm resident, just get a HK license. With all the recent random road blocks to check if your drunk or not, sooner or later you will be stopped and then you will be screwed.
