    Just a note on the "***" symbol: it indicates that the holder of the HK ID card is of the age of 18 years or over and is eligible for a Hong Kong Re-entry Permit.

    The Hong Kong Re-entry Permit is a document issued by the HKSAR government to facilitate travel to and from mainland China and/or Macau. At present, the following persons are eligible for a Hong Kong SAR Re-entry Permit:

    (i) Chinese citizens who have either acquired the right of abode in Hong Kong or been granted unconditional stay in Hong Kong; and

    (ii) non-Chinese citizens who have the right of abode in Hong Kong but cannot obtain national passports and do not hold travel documents of any other countries or regions.

    "*" indicates that the holder of the HK ID card is of the age of 11 years - 17 years old, and is eligible for a Hong Kong Re-entry Permit.

    About "Home visit permit" and "Re-entry permit":

    1) Home visit permit is issued by the Public Security Directorate of the Guangdong Province. It is for Chinese citizens residing in HK and Macao (not necessary to be permanent residents) to enter and exit from the mainland.
    NOn-Chinese HK and Macao residents should obtain a visa for travelling to the mainland.

    2) Re-entry permit is issued by HKSAR immigration dept. It is issued to Chinese citizens who have unconditional stay or right of abode in HONG KONG; or non-Chinese nationals having the right of abode in HONG KONG, but cannot obtain a passport/other travel document from any other country/region.
    It is only a document for entering and exiting HK when you travel to the mainland and/or Macao.

    So is the only way one can obtain a ROL, is if they previously had a RTA but lost it due to being away from HK for 36 months?

    Are there any other ways to obtain a ROL?

    No, as far as I know, Right To Land is a status only for non-citizens who previously held Right of Abode and lost it through being away 36 months or more. (Citizens' RoA does not expire obviously)

    Just because you were born overseas does not mean you cannot hold a 3 star HK ID card. Eg if your (3 star HK ID card holding) parents were overseas temporarily and not settled abroad while you were born overseas, you'd be entitled to a 3 star HK ID card.

    Well I don't really know why I have it or even what having 3* really means, my parents had settled in the UK for 8 years before I was born so that isn't it, I do still have to return to HK every 3 years though I think although different people have told me different things so who knows !
