I agree. Unless you want to dine out in western restaurants every evening and go for long holidays to expensive destinations and have many designer clothes - I'd say this is perfectly enough. A couple of nights out a week, a nice holiday, a couple of splurges, yep - all fine. I would suggest you don' try and live in a really large appt though - that could kill the budget straight off. A small flat - 15k max, should be fine.

If your both not party animals and like to go out every night and dont mind commuting to work up to an hour, you will be well fine with that budget.

even if you don't commute for an hour or you do like to party occasionally, you will be more than fine with that budget.
if you have kids... forget it.

Lots of young professionals I know live on well well under that. They party, travel and don't commute an hour to work - but they probably live in a studio.
