    It is about low incomes here. You don't want masses rioting in the streets.

    No gov't wants to go the negative income tax route and pay people with low incomes so everyone gets the same subsidy.

    I did see in the paper they are considering a variable rate structure which means I guess more cost in high use periods and less in other times.

    The current administration does seem terrified of upsetting anyone.

    All carrot and no stick.

    Perhaps the next administration will make some changes that will reduce pollution levels rather than keep the status quo.

    Road side levels very high today- over 120 - Surely can't be the 7's
