Saw them in Taste in Kowloon Tong once......I try and avoid too many fattening foods if I can although always a sucker for Toblerones!
Maybe City Super as well?
I've seen Jacobs brand biscuits everywhere, like Taste, Jusco, and even Park n Shop. Can't recall whether I've seen the exact product you're looking for though. I tried their crackers and they were rather dry and not very good. Fig rolls sound good though!
You can try Oliver's and Great Food Hall.
