Ignore me .. I thought you meant near Heng Fa Chuen. Not sure whats on the Kowloon side.
i think that you're talking about LEI YU MUN
it's an old fishing village that locals still flock to for seafood dinners.
I've checked that in a map. Sam Ka Tsuen ("Tsuen" means village) in Lei Yue Maun which is famous for seafood.
There is a ferry.

MTR to Sai Wan Ho Station on Hong Kong side, Exit A, and take the Lei Yue Mun ferry from the nearby pier.
