Woman takes children in chains for walk in Hong Kong

    Deutsche Presse Agentur
    Published: Monday September 4, 2006

Hong Kong- A woman filmed by a passer-by as she walked her two children in a busy Hong Kong street in chains has been tracked down by social workers, a news report said Tuesday. The picture shot last week on a mobile phone showed the children, both under five, restrained with straps attached to the mother's waist with chains, said a report in the South China Morning Post.

The evidence was handed over to the Social Welfare Department by the concerned passer-by and used to track down the woman.

The news report said that social workers said the children had been checked by doctors and kept overnight in a hospital but showed no sign of injuries. Officials said they were now looking at ways to help the family, who are believed to have arrived recently from mainland China.

I'm curious as to the grounds on which the children were kept in hospital? As KIA points out these are just a variation of something that is very common amongst parents everywhere. Why are chains any different from a nylon strap as illustrated by KIA?

I've seen a kid once with the nylon straps the same one as KIA pointed out...he was taking around and barking. His mother was pretty nonchalant about it...If I have a kid, I much rather use the one that doesn't have a harness on the child's back but rather a band around the child's wrist.

I've seen the strap used in "western" countries although not common. The chains seem barbaric. Seems like the Social Agency out for puclicity IMO. They had to do something once it hit the SCMP.

    >> Social Agency out for puclicity IMO
    >> Hospital

Has almost become standard policy in most countries to get the kids away from the parents into medical care when there "abuse" is involved.

Better to let the doctors check the kids out than to be sorry.

The hospital authority is well known for admitting people overnight .. to make sure they get the govt subsidy.
