She was probably put in charge of creating a new menu for Cafe O but fell asleep a few years ago and that's why the food never changes in Cafe O.

She is Asian, maybe Indian, usually with a nice scarf and lots of bags from fashion boutiques, and sleeps at the table near the bar upstairs.
I know this is coming from a gweilo perspective, but it is amazing to me how some Chinese people seem to be able to fall asleep anywhere. I'll walk around the office at lunch time, and some staff people will be sleeping at their desks. The non-professionals seem to sleep en masse during lunch. Personally, I'd feel pretty awkward sleeping in the office. Plus, I'd likely feel groggy when I woke up. I guess what I'm implying is that there seems to be, compared to me, a certain increased flexibility among some Asian people about sleeping. There seems to be a 'catch it when you can' attitude. bookblooger's gal might just be catching 40 winks, every day and at the same time of day, as part of her daily routine.
