    Hong Kong's carbon emissions are being underestimated by the government, according to a study sponsored by the thinktank Civic Exchange. The report found that emissions were up to five times higher than official figures, due to the leaving out of key elements such as imported goods and aviation. Professor Paul Harris of the Institute of Education, who led the study, said the emission figures do not give a full picture of the problem, and could lead to flawed policies.

    Civic Exchange - a bunch or people who can't get elected / re-elected who pay a PhD to do a survey their way and publicise it. However they don't publish the survey, as far as I can see, where you might easily find it. Research Reports so where is it to relate it to the official record with proven mechanisms to show that their way is the best way.

    Now ...... if they had discovered that HKG was suppressing that level of pollution from the public record and replacing it with false information................ THAT would be news.

    RTHK " Stock Photo " ... Really?????? So no one has a real one of the day the survey was conducted as visual proof?

    As opposed to a bunch of people in government who are not elected or are part of a special interest group and don't regularly publish the real numbers based on internationally recognised standards.
