I know zip about the technicalities, but I do know that a few of my friends have had to give up on their yahoo accounts as they were taken over by other computers and used to churn out spam. Can you check with some of the people in your address book whether they've been receiving messages from your account that contain nothing but links to viagra ads and the like?
Perhaps an antiviral put on by your ISP? That would explain why it covers your whole house? Or something your router in your house does? Outside my area of expertise I'm afraid.
try to type in just the IP address for yahoo.com 69.147.125.65. If that does not work,
try to do a nslookup 69.147.125.65 in the cmd window to see if that works. It could be a DNS issue where it translates yahoo.com to a local address. When I type in
http://69.147.125.65
it gets translated to a local address
