"...show the world..." Show the world? How about showing the citizens of this city that the government means what it says? There is an obvious lack of proper enforcement of existing laws. That was abundantly clear on New Year's Eve when party-goers left behind six tonnes of refuse on the Tsim Sha Tsui waterfront, yet just a handful of people were given littering fines. And the government crowed about it in the newspapers the next day, praising people for leaving only that much trash behind.
