So she's moving here? Does she have a visa that allows her to do that? If not you could get her a diamond ring and propose, just to save ImmD the trouble of deporting her.

Is she an indoorsy/shopping kind of gal or an outdoorsy person? If the latter, I can think of ideas. Not for the former!

How about starting with high tea at The Peninsula, or the Grand Hyatt ( or any other nice place that does) , then cocktails at Sevva, then before it gets too late, catch the Peak Tram up to the peak, and walk around Lugard Rd to see the fantastic view of HK ! ( for idea)

Or spend an evening of debauchery and excess in LKF or Wan Chai...

5 to 8 k? wow that's a lot. Never spent that on a Bday but then I'm no big on celebration.

Anyway, what does she likes? that's the starting point I think

You're not big on spending money full stop

Budget wise that's enough to go a short break to say Thailand

Seeing as alzedragon wants the night to be a little special, memorable.....

For the allocated budget you could hire a chauffeur driven car for the evening, namely a 90's Rolls Silver Spirit / Spur or a Bentley Turbo RL, while sipping on BYO chilled bubbly during your 40 minute drive to the internationally acclaimed One Thirty One restaurant.

You'll enjoy a wonderful dinner, a wine list that compliments the food and an ambiance that makes it one of the most romantic - intimate eateries in Hong Kong, if not Asia.

Give Kim a call and book ahead...

Should add that my "like" was for the short break to Thailand, not for comment on Mat's spending or lack thereof!
