    Non-chinese permanent resident Home Return Permit petition


    Dear all,
    I think we're many people in this situation, and I'm trying to make a change.
    I have created a petition that I would send to the Constitutional and Mainland Affairs Bureau in Hong Kong in order to try to get a kind of Home Return Permit for non-chinese HK permanent residents and especially those who are married with Chinese spouses, why permanent, well because I know for sure that they won't do it for non permanent ones. Even in the Legco, some guys have already asked the gov. to ask the Mainland about it, they've just said, nothing has been planned about that.
    So, if you could just go here and sign it, concerned people would be greatful, methinks :

    But as non-Chinese, we don't have any ancestral home (the 鄉 in 回鄉證) in the mainland, so why on earth should we be able to have HRPs?

    What's to stop you taking Chinese nationality if you want one so badly?

    or even better, will they anull their citizenship/passport in order to apply for chinese nationality? is that worth a 回鄉證/home return permit? or suffice with visas and stick with their current nationality

    I think that people with a parent born in China (inclusive of Hong Kong and Macau) should be entitled to it more so than some foreign person who has just lived in Hong Kong for a certain amount of years. Maybe I should create a new poll for that. Some foreign person who has lived in Hong Kong for 7 years and has been living at the Midlevels etc has no real basis to ask for a HRP in my opinion.

    The HRP was started as part of s theme to empower China's claims to sovereignty of certain areas with ethnic Chinese populations. It's a stupid scheme and does not take into consideration the many possible scenarios, especially in multi ethnic Hong Kong, that could arise and cause problems. I was angered when the cross border driving scheme was announced and it was only open to people with HRP…which begs the question, why is the HK government negotiating obviously discriminatory agreements with the mainland?

    Anyway, there is a solution. My guess is that you engage in business and travel at least somewhat frequently in Asia. Therefore, Apply for the APEC travel pass. Its valid for three years, and the lines are shorter than for those with HRP (most of the time there is not line). You can apply online.

    Hi, I see that I haven't made myself clear. I'm not asking them to make a 回鄉證 for non-chinese HK perm. resident, I'm asking for an equivalent that would prevent us from applying visas like any other foreigners. Personally I'm using the APEC card, but it'd be nice t ohave such a card. Being married to a Chinese national should grant this at least.

    And of course I won't take Chinese nationality, being HK permanent res. is enough.

    Hi, AGREED, and I complained to the 1823 online about the cross driving scheme as well, I have everything to apply for that BUT the HRP, I complained that people have to be æ¼¢ to be given the right to drive their own car in China, whereas I've been driving
    in China for years Mainland cars with a Mainland driving licence., it's discouraging. But I won't give up so easily.
    N.B : I've been using APEC card for 4 years now, but it's getting harder to get China's approval as they found out that more and more non-chinese HK perm .res. were applying for this card to prevent them from applying for visas.

    1. the HRTP is issued by the Public Security Bureau of Guangdong, so you better write them ( and in Chinese !)
    2. you could also be Hakka or any other of the 50+ Chinese minorities.

    Well it is nice to see all the people jumping on what is a fairly reasonable request to permit non-Chinese HK PRs from benefiting from visa free and non time limiting travel to mainland China. While our ethnic Chinese compatriots benefit from the Home Return Permit (multi entry no limit on stay, get a driving license and so on) we are treated like visitors no different to Joe from Kansas on holiday. It may have escaped those criticising such a desire but non-Chinese HK PRs are already permanent residents within the Peoples Republic of China. Suggestions such as apply for Chinese Nationality are quite irrational given that one has to give up our home nationality while ethnic Chinese are permitted to hold multiple nationalities. My wife (HK PR Chinese) and young son (HK PR Chinese plus another nationality) spend quite a bit of time in China, as the both have home return permits they are free. In my case the only benefit non chinese prs receive is a 3 year multi entry visitor visa, which is much appreciated but still only enables 30 day period stays within China. Later I hope to spend more time there but the current system does seem to go against natural justice of families being able to stay together. I will be signing the petition

    It isn't just non-chinese PRs that are unable to get the HRP, many ethnically Chinese PRs like myself (overseas born chinese) are also unable to get the HRP.
