you should be able to do this at any local govt office. It is just a matter of signing a piece of paper in front of witnesses. No lawyers needed.
We had to do this once to declare the parentage of our daughter - I think it was for getting a CHinese visa, I can't remember exactly. It tooks 5 minutes.
