Are the marksheets from HK? Who needs the certified copies?

If the marksheets are from HK, your institution should be able to certify them for you.

As a last resort, you can call your local legco representative. Most of them are public notaries / JPs. Most district council reps are also JPs.

    Take Wanchai for example...

Why not find your own district council and call the members and see if they'll help you.

Needless to say, any legal firm will do it for you. For a cost though. Many senior branch managers at banks also have notary powers.

Local equivalent of sorts, of the lok sabha.

Members are usually very approachable if you call their offices. Their job is to serve the local constituents.

Do keep in mind that many of them will not be keen on authenticating documents that they're not aware of (Indian document formats are not known to them...)

Contact the Indian Chamber of Commerce

2/F., Hoseinee House, 69 Wyndham St., C., Hong Kong.
    Phone: (852) 2523 3877, 2845 4612, 2525 0138,
    2525 0139

They might also be able to provide you a good lead.

You can get that done in Shenzhen or in the place where your PRC Household registration is kept. It will cost less than doing it in HK and they will be familiar with the document. BTW I noticed the Shenzhen Notary Office has moved to Shennan Dadao near the new civic centre, but on the opposite side.
