    How do we find out who the in charge officer is?

    If you still have the case no. or whatever related information you may provide, they should able to find. You may start with going to the Duty Officer.

    ASK them. Without asking, you can only speculate on the delay.

    Try and use the directory to find out who the senior most officer at the police station which dealt with this.
