Don't know the mahajong lingo, but surely it means that he's slow in deciding what move to make, and is like a bus stop...

Guns got it. Means I'm a slow mofo. This annoys grandmas in particular who do seem to believe mahjong is particularly important plenty of tutting as I tried to work out which symbol/number I needed!
