    Like in the Netherlands, there could be specific venues for cannabis use (sans tobacco). Smoking wiet and hasj on the street in the Netherlands is actually illegal. No matter what the substance is, there are always both considerate and inconsiderate users. I am always careful not to blow tobacco smoke around children.

    Smoking tobacco indoors (aside from in your own home) is already illegal, and smoking cannabis and driving should not be allowed.

    A contact high outdoors is impossible unless you're absolutely surrounded by people smoking pot.

    Skyhook: the 'bamboo bong' you saw is a traditional Chinese tobacco pipe. I believe the term 'bong' comes from the Vietnamese name for the almost identical tobacco waterpipes used there. In Australia, however, I think pretty much all the (billy) bongs you're likely to see would be used for pot.

    There are also reports that indicate the contrary, as well related to pesticides used. Also from a moral standpoint forcing others to also 2nd hand ingest your drug of choice whatever that may be is wrong.

    The National Cancer Institute (part of the US Federal Government) is a pretty rock solid source, don't you think?

    When production is permitted within a legal framework, pesticide use could be prohibited. Unfortunately, at present, vegetables with pesticide contamination do seem to be making it across the border.

    As for forcing people to inhale second-hand smoke: cannabis use could be restricted to home use and specific venues only. You can also eat and vaporise cannabinoids (no smoke).

    Driving high should definitely remain illegal. There is already a cannabis breathalyser available.

    Having had my family killed by a drunk driver, I want drivers to be neither drunk nor high, or even distracted. But people are stupid so I'm not going to hold my breath.
