You need to get of your arse, walk up to the decoder and press the off button.

I suspect this may depend on which model of NOW box you have. I used to have to switch off as you describe, but after moving house last year I got a new model of box and now I do get my full 6MB/s download speed even just switching the box off remotely.
PDLM - could well be the case. Our model is one of first ones and not been replaced.
