Not it's not stupid, it's difficult, but a necessary step for long-term planning. Something Manila ain't all that good at (not that they are that good at general governance, but I'll leave that for another day). That doesn't mean they don't need to try. For example, communication and power was down by Haiyan. Had there been better planning, communication and power might not have been knocked out so completely and will be restored quicker.

Whole thing is horrific. Whose who joked about how the worry about the super typhoon hitting hk a few months ago were "over reacting" take note. There but for the grace of God (or more specifically luck of nature) etc etc.
