Hmm - rule-bound: Not allowing people to do what they are supposed to do without a specific piece of paper.
Rude/inconsiderate - not even taking a phone call from a senior official who could have sorted the situation out

Vindictive - ok - that one was possibly gratuitous. I'll give you that one.
