It's more normal for travellers to buy travel insurance in their home country. Is that not possible for some reason? It will be harder to buy insurance in Hong Kong for people who are not resident here.

Or perhaps they could get coverage from their current (home) medical insurer.

Some countries esp in Continental Europe don't have good rates for travel-related health insurance (medical and accident) and many have age limits. I've always taken visitor insurance for my visiting parents from India from AIG (something like AIG Assist - Global Travel Protection). Call 2832 1052 (number on their brochure, or ask for AIA sales hotline if that's not it). The last time I did it through Kwiksure (person was Michael Lamb 3588 2926) - he didn't know they had incoming visitor insurance too; then I told him I had got it from AIG in the past. So he checked with them, and did the needful at same cost as going direct while more English-friendly). There's no age limit but the amounts are halved for people above a certain age (70 or something).

As long the visitors are going to touch HK at some point in their travels, it's covered from the time they leave their home country and return. What I don't have experience of is making claims under the policy.
