Yup, that is a common scam in China, but since 100 Yuan is the largest denomination, why would he be getting 100s back? I would stick to Berlin (money changers in Central who often offer the best rate in HK). You can find their address on this site. Too lazy to look for it now.
One of the tricks is for the shopkeeper to take a 100 note, quickly switch it for the fake then hand back to the customer claiming they do not have enough change. HSBC even post a warning about this scam on their ATMs in Shenzhen, advising people to record the serial numbers of all the notes they withdraw.
I'm curious if any discussion regarding China doesn't involve getting ripped off?
Pretty ridiculous when the ATMs start telling you to record serial #s.
