    FDH -which 12 days?

    http://www.labour.gov.hk/eng/public/...eaflet_Eng.pdf

A foreign domestic helper is entitled to:

 12 statutory holidays in a year; and
holiday pay if he/she has already been employed for 3 months preceding
    any of the statutory holidays.

seems there are 16 days listed here tho?

This is kind of like the rule that stipulates a helper is entitled to a "reasonable amount of privacy" ....yeah, like sleeping in a room with other people's children, sleeping in a hallway, sleeping in the bathroom or sleeping on the deck?? Basically it is worded such, that virtually no one has ever been in violation of the rule. Mostly because it is intentionally vague and subjective.
