Does a girl raising a pinky mean the same in Asia as it does in the West?

So I'm watching a kPop video and I noticed toward the end two of the singers raised a pinky finger in the song about a guy who cheated on them and who they dumped. Now I know what this means in the USA--not from experience, of course, but from what I've read ;-) -- but I was wondering if that 'slang' is used in Asia or if maybe some of the band members were sneaking in something (a couple of them were raised in the USA).

Never known it to mean anything else other than Pinky - Definition 3#

An embarrassingly small penis that is the length and diameter of the average pinky finger.

    That's all Asian men, right?

That is the very reason why the Asian lovelies love the guys from the west.

in certain situations in the US, a raised pinky finger, at around 45 degrees, w/the rest of the hand in a fist, can mean "wanna bet?"
if the other person accepts the bet, they 'shake' pinkies like you'd shake hands.
this may be true elsewhere, i've no idea.
