Yes. Type "public notary Hong Kong" into Google and trawl through the results until you find one close to you at a price point that is acceptable. Then ring them up, make an appointment, take your document along for them to notarise and pay the fee.
The instructions say that a notarial certificate needs to be obtained from the local notarial office, and that notarial certificate has to be passed to the Ministry of Foreign Affairs of China for a certification that the signature and/or seal on the local notarial office are/is true.

It sounds like the kind of thing that is not rare meaning a Hong Kong notary probably knows the procedure. But the best way to find out is to ring them up and ask. If you google "public notary Hong Kong" you get a huge number of answers, sometimes legwork is required to find the best match for you problem!
