I'm pretty sure the last USPS parcel I had was not delivered by hk post because the guys were not in a HK post uniform and they got lost (which is pretty unlikely of HK post.) Perhaps varies if parcel vs letter? Mine arrived today btw. But it was sent as a letter not a parcel.

I'm also waiting for a package, and it says departed Hong Kong. It being the tracking number record. Anyway I called HK Post and they said it needs to be processed and go thru customs then it is handed over to HK post. And departed means it is likely at the airport and not handed over yet to customs. I looked at the tracking number of the OP and it looked like it was delayed in processing at the airport. Is this because it is a large package and they individually screen those? What's the point in people in the states paying for Priority International, was over $100US and it takes several weeks in the end. I have mailed items and boxes by ship that cost $30HKD, just to see how long it took. That seemed to arrive without issue.
