If you're looking at a local adoption, you can contact the Social and Welfare Department. With a local adoption, both husband and wife have to be in HK for at least 12 months before embarking on the process. Give the SWD a call for book for a workshop and you'll be able to get more details. Give them a call early. The waiting time for the workshop is about 3 months.

I read that there are not many children for adoption in HK itself, so we may also need to look further afield.

I'm sure they would be. But just a word of caution, it would be better for you to check with your consulate or with an agency from UK to check for a credible agency. I know of a couple who adopted from Cambodia. they're from Australia. They went through hell and back to get Australian citizenship for their daughter. Apparently with some countries there's a fear that the child maybe kidnapped or something like that. They ended up hiring a private investigator to look for evidence that the child is truly orphaned.
I contacted this lady a while ago on adoption. She works out of Singapore but I'm sure she'll be able to provide some information. She runs an orphanage in Philippines.

Be warned though that the adoption process in the Philippines is thorough (as it should be) and not cheap. The police check in my case was a farce though, friend of a friend who knew the police chief and a small donation to police funds. Not sure if there is any other way of dealing with the police there though.
