Anyone know where to get stuff that does this? Is it a market thing, or a camping store thing, or a fancy supermarket thing?

If you are talking about synthetic outdoor clothing (vs Barbour waxed cotton stuff), camping stores. Nikwax TX Direct or Grangers. Chamonix, Pro-Trek, RC Outfitters carry this stuff.
Wash the clothing with sports wash (from the same stores) or pure soap (NOT detergent), then apply the reproofing. Ideally then Tumble dry at whatever temperature the clothing allows.
