I am surprised that Sai Kung is so popular, despite the crazy traffic situation. You never know when you can arrive office or be back!

Its popular because it's nice. Nice in a real way, not the way HK locals think about "nice". I would consider living there if it wasn't that my office is the other side of the NT.

Nice in theory, but then reality hits you like a rock.

Most expats are used to overseas traffic which is way worse than this and do longer journeys in it. I used to drive for 45 mins to work; my husband drove for 1.5 hours in each direction when we lived in the UK. I think if you are a HK person, the Sai Kung traffic is awful. If you are an expat it's pretty good compared to "back home".

To Sheung Shui takes me about 35 Minutes when in a sporty mood.

That's Stage 2 which they're still planning. Stage 1 has indeed started work:

But the actual downtown core of Sai Kung is already too crowded, unless they also increase the size of the pier, bus stops (very long queues on weekends), parking areas, I don't think relieving traffic congestion is going to help much.
