    Update: reported to Civil Aviation Dept, they called me back, sounded concerned and asked all the right questions to investigate. The caller sounded very knowledgeable about the gov'ts beacon requirements.
    Will report when/if they get back to me.

    Oh, meant to correct my original post.
    The dismissive email from HKO was not from the director, it was "on behalf of the director".

    SUCCESS!?
    I wanted to post an update on this. I am happy to report that I think it was resolved thanx to many emails and phone conversations with Civil Aviation Dept.

    It was a real battle with HKO.
    a/ CAD was quite concerned and phoned me to clearly understand the situation.
    b/ They forwarded my report to HKO.
    c/ HKO replied they had EMSD check and the light was working normally!
    d/ I supplied new information that I had seen the light on during parts of the day (not at night).
    e/ CAD submitted the new info to HKO along with a reminder that under safety regulations the light had to steady-on, observable 360 degrees and ON 24hours a day.
    f/ Tonight I saw the light on at midnight for the first time in 2 months (light clearly visible in this iphone photo):

    g/ I will continue to check if the light is displayed during the day, see photo of a helicopter passing at 5:30 Saturday:

    However, it was very unfortunate that I (and the CAD) had to repeatedly chase HKO to remedy this dangerous situation and that HKO and EMSD was so amazingly and casually dismissive of reports and evidence.
