Hi, thanks for the helpful information! I have succeeded, and I want to give an update on what I did:
1. Completed the FBI Identity History Summary Check electronically. I paid less than $20USD online and opted to have the report mailed to me.

2. I printed the finger print card and went to the Wan Chai police station, 14/F (same place where you get the sex offenders register check). The HK police provide the finger print service for free and you do need a specialist to do it for you, just be sure to bring your identification:

Note: the finger print card itself is a little confusing due to some unclear acronyms, and it doesn't seem like there is a place to put the "order number" you have received through email!
3. Mailed the finger print card to the FBI. I did this through register post, but I realized all kinds of confidential information was on it, and I regretting not buying a new envelop with a good seal on it.
4. I received an email 10 days later saying it had been received (note, 10 days after I did the initial online submission, so it was less than a week between sending my finger prints and getting confirmation from them) and immediately thereafter (same day) I got an email saying: "Your Identity History Summary Response is now available for review.This response is available for 90 days." I had no idea what this meant, as there is no where to "review" it and no instructions or link for where to "review" it.
5. But about 1-2 weeks later I got the report in the mail! Looking at the date on the envelop, it seems they mailed off the report 3 days after they sent me the email confirmation of receiving my finger prints. The whole process is seemingly fast.
I'm impressed this all worked out, though with the usual glitches of an inefficient American system.

Hey! I'm currently trying to figure this out as well.
I was told I needed to go back to the Chinese Embassy in the states to submit my university diploma and background check. Both had to be certified true documents, which requires it to be notarized and sealed by the county clerk and state secretary.
I'm trying to see if I can do all this in Hong Kong to save myself the time and money of flying back to the states.

Update:
So I have gone through the whole process of getting my docs ready for my China Visa application. I was asked to get a criminal background check and a copy of my diploma.
1) I called my university and asked them how to proceed. Had to mail in some docs to them and they brought my diploma to the county clerk to get it sealed and then to the state secretary for another seal of authentication. DONE
2) I used this website: to do a FBI background check, which only took 1 week ( I also had it expedited)

It required me to get my finger prints, so I took the above advice and went to the Wanchai Police station, where the service is FREE! (amazing lol)
3) Now I have to get the documents authenticated/apostille and used this place
