Sounds expensive to dig/build 3 major tunnels.It also proposed building three rail links and three main roads to connect the island to the rest of the city, at Tuen Mun, Mei Foo and on Hong Kong Island.
It would take 3 years to get approved and get through Legco (2021) 11 years to build (at least) say 2033 so 14 years before end of SAR status
Current influx of Mainland one way permit holders 55,700 per year - current year influx 14 = 780k so by 2050 that island will be full
But will anyone tell them they are being housed nearby the incinerator?
LOL don't even know where to start.They should just fill up Victoria Harbour and be done with it. No need tunnel and the likes.
