He stalks her because it's getting pleasure out of scaring her. Bullies prey on the weak.

She needs to stand up to him and stop taking it. She needs to get a solicitor to get a restraining order; go to self defence classes so she knows how to defend herself. And learn to ignore all the rest.

Next time he hassles her on a bus - two options:
    1. A football dive screaming (get him arrested for assaulting her)
    2. Turn around and kick him where it hurts.

    Whichever fits best.

    3. Wear a white t shirt and beat the crap out of him with a metal rod. When the police arrives, just apply cheat code: "I'm pro govt'" and they will let you go.

    seems straightforward
I presume she has his address and it is not nearby hers
change mobile phone number and email address
Buy a GoPro and wear it when leaving and returning home Ensure she captures the person on camera and show the location as identifiable Capture several days of video along with sound
Make a complaint of loitering with intent to commit an offence (of assault)to the police
He will have to explain why he is there - if he repeats they must arrest him

The various women's help centre's can help her get a solicitor and sort this. Please get in touch with them! They'll be far better able to advise than people here. You can even call the help line yourself on her behalf.

What a horrible situation, this lady has no male friends that could help her out?

It also sounds crazy that HK law has no way of restraining a stalker, it can't be so?

Third option would just be to find a new boyfriend perhaps? Preferably someone from the rugby team or similar.

interesting people easily denigrate other advice without any expertise

she will need HKD 40k deposit for a lawyer in this type of case and 35k deposit for the private eye to film it for evidence If it involves following the suspect that requires a 4 person overlap team costing 35 k per half day
The lawyer will then recommend proceed with the criminal complaint to the police

Update : My friend did call the hotline to the suggested and was referred to call another number which she did and they advised her there is nothing that can be done to prevent him from entering her space since they are not married ( such BS ) . She must allow him to physically assault her before she can have a restraining order taken out her .The advisor even suggested the only way she can deal with with this is to hire someone to physically beat him up ( I can't believe a hotline advisor would even suggest this ) . The laws in HK do not seem to support a singe woman at all and to say he is allowed to harm her before she can do anything because they are not married is crazy .
Anything this morning something happened. She had her son going with her to the bus stop to make sure she was safe. They did not see him so she got on the bus and then as the bus started to move he appeared , he was was on the upper deck of the bus nd had gotten on at a earlier stop and was hiding then appeared and tried to get at her but she got up and moved to a seat beside another woman and he waited for her and eventually got off the bus realizing he was not going to have the chance he needed .
Anyway ...how frustrating . These women groups suggesting nothing can be done for her because she is single and must be married in order to have anything done ..... were the advisors wrong ??

I'm very sorry to hear that.

Did you try several of them? There are more than one.

Yes, by the way, Hong Kong can be traditional like that about marriage.
