    Yes, it is. You could have gotten that from the Lands Registry yourself without waiting 6 months.

    Check what the management companies obligations are under the DMC. If your development has Incorporated Owners they will also have to enforce the DMC. You can also sue your neighbors directly for breach of DMC. If you own your flat you might wanna bring your grievances at the owners meeting.

    within DMC is the requirement to comply with the Fire Safety regulations, which includes storage of combustible material in a fire escape routes, faster and more effective to report to dangerous fire risk to Fire Services Dept. who will also send a reminder to the management head office.

    It is an offence to block or restrict any fire escape route, or reduce its width by one millimetre, so technically illegal, you have 1823 app, make reports, although other means would probably more effective.
