My husband's dependent visa was issued yesterday. I just want to know are dependents allowed to enter HK in the current covid scenario. He's in Pakistan currently.

Yes dependant visa holders can enter Hong Kong from group A countries, which includes Pakistan. However your husband will also need to be fully vaccinated with a recognised vaccination record to enter from group A. I don't know if that includes Pakistan.
