HKPF have had a hard time recruiting recently, so they start accept applications from PR that have not been living in HK for at least seven years.
enter the fear mongers:
"all part of a devilish plan to replace hkpf by mainland law enforcement"
BUT:
(1) they are talking about kids born to Chinese PR, who are automatically PR
(2) you have to be fluent in Cantonese to apply for any job with the police
Look, I know there are a lot of bad things happening in HK, but it is not helpfull to become hysterical. If you always expect the worst, you won't be able to understand what is actually happening.
Does Hong Kong need the number of police that it has? I still think Hong Kong is one of the safest cities I have lived - especially when considering street crime or other violent crime. A sceptic would say that large numbers of police are needed to control the local population - you don't need to go back many years to see the extremely large protest marches with zero violence.
There seems to be a need to have plenty of police to crush any type of opposition to government. In the 2019 protests the actual number of violent protesters was small but large numbers of police were used to clamp down. It's the same with the pandemic, more and more restrictions enforced by more police.
Autocratic governments rely on the stick to ensure their continuation.
