Personally, I would give the others a minimum amount and 'your' lady whatever you like - by giving others nothing at all (again purely from my personal opinion) you could possibly put 'your' lady in an awkward situation, espeically if someone more senior in the shop notices.

Yeah I figured too, is going down to 10 for them worse than not giving at all . I'm actually kind of upset with their CAN NOT attitude.

Give the others $10 and give her whatever you want.

But how do we even know how many staff are there? We should also give those not working on that particular day. Could be 50+ people for one restaurant. Would a local even consider doing such a thing?

100 CNY for kids from close friends and family.
I think you've got that the wrong way round, personally.

No local restaurant would ever have 50 staff.

What does the word 'local' mean in this context? Maybe there are no restaurants with over 50 staff on the books in HK? Even twenty there's no way I'm giving them all even $20, and I doubt it is the norm.

As in your mom and pop local restaurants.
Just give to whoever you encounter on that day.

When we lived in an apartment complex we gave $40 to each of the staff we encountered during the CNY week.

Probably around 100 or so, They help us so yeah we give.
