Just give to whoever you encounter on that day.

When we lived in an apartment complex we gave $40 to each of the staff we encountered during the CNY week.

Probably around 100 or so, They help us so yeah we give.
The waitress I am talking about in the OP is not working in a local restaurant then. It is a chain restaurant. Which is why I feel extra thankful for her maintaining a sense of care and basically being a ray of sunshine in a corporate environment.

If it was a local restaurant I'd be less impressed by good service because it's probably more fundamental to the business.

Remember your local cleaners, keeping things looking nice for you every day. For not big bucks. And could use the money.
I gave to anyone who helped me out during the year, even the vaguely grouchy Wellcome checkout clerk. It was Peng Chau and a small group of people you see every day.
I did this the first year in Taipei and...nope, not really done even for your regular building staff. I still give to my building staff but not the office building guards and such like I did the first year.
