    INR Rupees in Hong Kong

could be a dumb question but are we able to exchange INR Rupees at the money changers at Chungking Mansion? Have not made the trip but don't want to do it if its going to be a waste of my time.

Prefer to have some spare rupees prior to landing in Delhi and save some money withdrawing from the ATM at the airport or getting some bad FX rate..

Read though that it is a controlled currency and people are technically unable to even bring INR notes out of India?

When I first went to India I changed a bundle of money in Mongkok and they gave me a bunch of 2,000 rupee notes. When I arrived in Kolkata nobody would accept them, and they looked at me like I was mental. I had to change them at the bank for smaller denominations. Think they have since been discontinued.
