    I think we can assume they have access to electricity. Whether it's reliable or not is another matter. It also doesn't mean they use or own a washing machine.

    In parts of India (especially rural) electricity is not dependable at all and cuts out periodically throughout the day. Not sure how that affects washing machines. Does it just restart where it stopped or do you start the whole thing again?

    Anyway from what I've seen on videos the Philippines does look more developed than India in terms of public services and utilities and such.

    Speaking of which we have another power cut tonight from 11pm until 4:30am. Happens a lot as they try to meet rapidly increasing demand by new substations and cabling. New factory or office block or hotel or whatever every week. Not to mention the new railway HQ.

    Massive railway infrastructure currently underway. We sit at the end of the Manila to Clark line but several others under construction or planned. Plus the connecting Manila subway of course.

    You can rest assured that for households who are still at the unreliable electricity stage, washing machine's are pretty low priority. Unless they happen to be victims of the smartest guys in the room (An excellent documentary if you haven't seen it).
