Taxation and B.C. Medical Problem for Canadian Living in HK

Hi guys,
I moved to Hong Kong in 2001. Since then I've only returned Vancouver a couple of times. Recently I got a call from a friend whom gets my mails in Van, saying the taxation department is asking for me to explain my non-contributing tax and medicals in the past years.
I live off my family in HK, so technically speaking I didn't have income. Is there anyone out there who is familiar with the regulations or processes in these kind of thing?

Are you a legal resident in Hong Kong? Presumably you have omitted to declare your non-residence to the Canadian authorities.
