Not just in Turkey, in many European countries as well - Belgium and France will not allow a church wedding unless the civil one has already taken place.

That might be true, but there is a big difference between a church/mosque wedding (i.e., a formal ceremony by a recognized institution) and a banquet (i.e., a celebration/party) in a restaurant/hotel.
