Would it be legal to set a small campfire at Cheung Sha beach? Or any other beaches for that matter?

TOTALLY ILLEGAL OF COURSE.
But unless you light your fire during office hours there is an excellent chance that no citizen will report you for burning wood at odd hours when civil servants are at rest.
