    Strictly yes unless the person doing so has a hawker's licence I believe.

    if ur selling stuff on the streets then u need a license, if you going to collect phones and pay for them then it should not be a problem. My 2 cents.

    Hmmm... Well when I read the laws you may well be right. All of the Hawking definitions and offences seem to relate quite specifically to selling, and not to buying, so perhaps it is OK from a hawking point of view. Obviously there is the issue of erecting a sign or stall, or putting down a seat on a public area, which might be a problem, but I'm not sure what law you would be breaking otherwise...
