    Money (postal) order

    Hello,
i've received a money (postal) order from France payable at Citibank, but they refuse to give me cash before I open an account !

Is anyone know how to get cash from a postal order without opening an account (I am not resident) ?

    Thank you.

Oh, poor you. That seems a bit strange but very HK. Is it made payable to you or nameless? Maybe you want to find a friend with a citibank a/c to help you. Don't give them the satisfaction by opening an account!

Open an account, take the money and close it the account in the same visit.

But i don't think they can open an account without being a resident, and someone else couldn't cash anything in another name.

I'm not a resident of hk either but have bank accounts in my name.

How long are you staying in hk? do you have any utility bills etc or anything with your name and address on it? as thats all you need to open an account.

Sure you can open an account with a passport and some proof of residence.

most banks don't want to hear from you without local residency, all these stories about showing up with a passport and and a smile date back to earlier times. i think they tightened controls here: i for one couldn't open an account till all the local papers arrived.

i'd advise you to visit Western Union, but in HK they don't do money orders. Just cancel the MO and have them wire you the money direct via WU or just write out a generic cashier's check, screw Citibank and their weird ways.
